Letter: Lompico Water has more to fix than pipes

We agree that the Lompico County Water District is in a sad state (“Sad state of Lompico Water District,” Letters, Feb. 26), but suggest that the state of the district as a whole is a bigger problem than that of the tanks and pipes. The disrepair of the infrastructure is the result of years of deferred maintenance by the management, which is also evidenced in organization, records, finances, staff responsiveness to board directives, etc.

The board of directors has spent the past year trying to get a clear handle on the state of the district, and every answer seems to lead to questions — patching one leak just causes more to spring. The hole just seems to be getting deeper. To begin to get an idea of what’s been going on, please read the county’s review of employee-accrued hours, a copy of which can be obtained at the district office — it’s an eye-opener.

At this point, the most important thing is to keep the water flowing. Repairing the tanks and pipes is important, but the bigger question may well be whether the district, as a district, can be repaired. The suggestions for repairing the infrastructure all involve large amounts of money, either through grants, bonds or rate hikes.

Grants are few and far between for badly managed small districts, and many grants that were available were never brought to the attention of past boards by the manager, whose job that is. Bonds would be added to our property tax bill, if we could find an agency to buy such a bond from a district with finances even an auditor can’t understand. A rate hike big enough to pay for new tanks and pipe repairs could price residents out of the canyon.

Perhaps it’s time to think beyond the tanks and pipes to how to keep the water flowing.

The Board of Directors did the RIGHT THING no matter what anyone says. I personally experienced 3 years of heavy discrimination from the Distr. Mgr. - M. Eggleston. I also submitted to the State of CA, 10 pages type written of documentation regarding the discrimination. I also turned in the information showing that Eggleston had the District pay over $3,000.-- for damages to the LCWD work truck via 3 auto accidents caused by one employee. That employee never got disciplined, he (Patrick)just was allowed to keep working right along. Also he never was made to pay back for the damages for the 3 accidents (paid for on the company credit card). This was expensive not to mention the years of guaranteed marked increase in the INSURANCE PREMIUMS that had to/has to be paid by LCWD due those 3 accidents. A rental truck was completely TOTALLED by that employee. Still no discipline or made to pay the water district back.

LCWD has been majorly messed up by lack of management for at least 12 years that I know of.

Additionally, the highway robbery of Eggleston's wages he was paid. Very OUT OF BALANCE for the work he actually did or put on the appearance he was doing.

Perhaps NOW the people of Lompico will do what they should have done months ago - fire their butts. The board of misdirectors (otherwise known as the lower lake blvd. gang) is operating illegally and it is a HEALTH AND SAFETY issue now. The drinking water is at risk, and the whole system in general is in danger. Nobody knows what they are doing & not a one is certified to run the water district. Who is on call? Who is on first? Whose on second? We are guessing it's Rob Hansel, the sometimes employed, non-licensed plumber, drunk or sober, at the ready, unless of course, he's chasing skirts or officiating as a board member.

Now what, folks? How much will this blunder cost? Only time will tell. Are you ready to do something yet? For months the Valley Press ran informative pieces on what's been happening with these people. Nobody did anything. Now they have gone too far. Is there malpractice for board members? How about impeachment?

God help us all & pray there are no emergencies.

We just found out what they've done, it was only a matter of time before the nuts were running the nuthouse. Don't use the water, there isn't anyone (properly certified which by the way is required by law) to run the district, can't wait for the idiots to screw up really badly, then maybe we will be rid of all of them.
